Our programs and services are targeted to people who are vulnerable or marginalised, in particular those from culturally diverse backgrounds. The primary participants for our programs include the following:

- Refugees and asylum seekers
- Newly arrived migrants
- Indigenous Australians
- People from diverse cultural, linguistic and religious backgrounds
We also recognise there are people from other vulnerable or marginalised groups who may also benefit from our programs. These groups may include:
- People serving, or recently released from, prison or detention
- People with current or previous substance abuse or addiction problems
- People who are homeless or living in poverty
- Women and young people at risk
- People with mental or physical health issues or disabilities
- Isolated older people, people living in remote areas
